Quebec - details regarding Expression of Interest Ranking System

The Quebec province has provided new details regarding its ranking system of EOI. This system will consider USA work experience, making it the sole immigration system that presently considers USA work experience while ranking the candidates.

Q.S.W.P. candidates who submit a profile, in the new E.O.I. Bank will have the classification of two groups.  Firstly for candidates having a job offer or who reside in Quebec and also meet specific criteria. The Second group is for candidates who reside outside Quebec.




The first group has the candidates who:

  • have a Quebec job offer; OR
  • reside in Quebec with the aim of working and

  • have a work permit/eligible degree from a local  institution; OR
  • Have a work permit, valid for 12 months, as well as 6 month work experience (full-time) and also presently work full-time.

Moreover, the ranking in this group will depend on the scores in these factors:

  • Quebec diploma
  • Age
  • Canadian/US work experience

  • Knowing other languages
  • Proficiency in French
  • Education
  • A spouse/common-law partner’s education/proficiency in French.

Candidates will also get points for these Skill Transferability combinations:

  • Education, in combination with own or spouse’s proficiency in French;
  • Education, in combination with work experience in Canada/US and French proficiency;
  • Foreign work experience in combination with French proficiency;
  • Overseas work experience in combination with experience in Canada/US, and French proficiency.

The second group 

The second group is specific to such candidates who do not live in Quebec.

The ranking in this group will depend on the scores in these factors:

  • Quebec degree

  • Age
  • Knowing other languages
  • Canadian/US work experience
  • in-demand Training that is listed by the province
  • Proficiency in French
  • Education
  • A spouse/common-law partner’s education/proficiency in French.

The Candidates in the second group also receive points for the above mentioned combinations. Furthermore, Quebec did not give the details of the point-structure for the factors as well as skills combinations.

The regulations also mention regarding Ministry of Immigration of Quebec (MIDI), which will issue invitations, to apply for a C.S.Q. to candidates with a high score, or depending upon priority selection criteria, and conditions.

Besides, observers have found similarities, between the ranking structure for E.O.I. Bank Quebec, and the Express Entry system. It also has a set of differences also.

Express Entry conducts invitation rounds regularly, and during the last year has invited 86,000 candidates to apply seeking Canadian PR Status

The division of Q.S.W.P. candidates into two groups will lead to a fast track effect. It is similar to the draws which are program-specific, and have a limited scope.

The E.O.I. system here will have the major difference with the federal Express Entry system in its transparency aspect.

Invitations in Express Entry depend on the score of a candidate, whereas the E.O.I. system has discretion in it. This will help MIDI to have freedom to select candidates who answer to the specific provincial labor needs.
